Wire rope ladders must never be treated as PPE, they are simply for aiding access and egress. When using wire rope ladders always use a safety line.
Examples below show:
Example 1 shows the climber ascending the ladder without any PPE. He could be in danger of a fall should he slip or lose his grip for any reason.
Example 2 is where the climber is backed-up by a mobile fall arrest device such as a rope grab.
Example 3 shows the climber is backed-up by a partner using belay techniques.
